Of seats for S.C. and S.T. shall bear as nearly as may be the same proportion to the total no. of seats to be filled up by direct election in that G.P. as the population of the S.C. & S.T. in the concerned G.P. bears to the total population of the G.P. and such seats shall be allotted by rotation to different wards in the G.P. The wards in which the density of population for S.C.& S.T. is higher shall be reserved for S.C.& S.T. Not less than one third of total nos. of ward shall be reserved for Women. As nearly as may be, but not less than one third of wards meant for S.C.& S.T. shall be reserved for women belonging to S.C.& S.T. For the purpose, the list, which appears first, and then every third shall be reserved for women and till required quota is filled up. There shall also be reservation for backward class citizens for not less than 27 % of the seats in non scheduled area s of the district out of seats remained unreserved after reservation of seats for S.C.& S.T. the required numbers of seats for backward citizens shall be made serially.
