Question No- 5 Please specify Block level data in brief ? Answer - Including the items stated in Answer-4 this Office can supply Block level

Planning & Co-ordination ( Frequently Asked Questions ) District Planning Office Questionnair on MPLAD Scheme Question No-1 How we expect to take up developmental works in our village and under what scheme it is possible? Answer - The Honble M.P. is the public representative who can suggest development work in his constituency. You may appraise him about your need to take up development work in your village/ town under MPLAD Scheme. Question No-2 What would be the amount for executing a project and who shall execute the work? Answer - The works under the scheme shall be developmental in nature based on locally felt needs. Emphasis is for creation of durable assets. Ideally work can be suggested by the M.P. in individual works consisting not more than Rs.25.00 lakhs per work but however, this limit cannot be too rigidly constructed depending upon the nature of the work. Question No-3 Is there any restriction to take up any kind of work? Answer - The Government of India have formulated a set of guidelines to execute a definite nature of work which generally caters to the very needs of the locality and abroad. However, to bring about a fairness in execution, the District Collector approves the work identified by the Honble M.P. and execute through an agency to whom he considers to be viable. Question No-- 4 Is there any norms fixed to execute the work and the benefit behind the screen? Answer - There are different agencies under the different Dept.of the State Govt. Under the scheme the departmental authority takes up the work as per the prevailing norms of the department concerned. Pre-rate charges and centage charges are, however excluded/exempted as it is public benefited concern without reserving benefit for the Govt. Institution. Question No- 5 How the projects are maintained after execution and who would be responsible for future maintenance? Answer - The works executed are public properties which are to be taken care of by the agencies through which it is carried on. The future liability is to be looked into by the said Department/Agency. Questionnair on MLALADS Question No- 6 What about MLALAD Fund? Answer - (a) Funds earmarked by Govt.for execution of small works in the Constituency. (b) It is guided by the Rules and procedures prescribed under the scheme since 1997-98 onwards. Question No- 7 What is the extent of money for a Constituency? Answer - (a) Initially it was of 05 lakh for each Assembly Constituency. (b) Subsequently it is extended up to 15 lakh in a year. Question No- 8 How does the fund utilise? Answer - (a) It is utilized on the recommendation of concerned M.L.A. in the Constituency. (b) District Collector approves the project for execution out of the selected works of the M.L.As. Question No- 9 Is there any restriction to utilize such fund in the Constituency other than the Constituency to which relates? Answer - (a) Yes. (b) Funds earmarked for a Constituency can only be utilized in that Constituency. Question No-10 What is the time limit to utilize the fund? Answer - (a) Funds can be utilized in the same year in which it is provided. (b) Funds can be utilized in the subsequent year on approval of the Finance Department. Question No-11 How the fund is utilized when the M.L.A concerned ceased to Function? Answer - (a) Project is selected but not executed requires confirmation by sitting M.L.A. (b) Project if not selected,the sitting M.L.A shall suggest works for execution. Questionnair on UNTIED FUND Question No-12 What is untied fund about? Answer - (a) It is the fund, provide by State Govt. for execution of work. (b) It is constituted in two parts such as Normal grant and incentive grant. Question No-13 Is there any different between Normal and Incentive grant? Answer - (a) Yes. (b) Normal grant carries no public contribution, where as Incentive grant requires. Public contribution. (c) Public contribution varies from place to place i.e.50% incase of non-tribal pocket and 25% in case of tribal pocket. Question No-14 Is there any Tribal pocket in Keonjhar District? Answer - (a) Yes. (b) Anandapur Sub-Division is considered as non-tribal area whereas other two Sub-Divisions i.e.Keonjhar and Champua are Tribal areas. (b) In case of normal grant the maximum quantum of fund utilised is fixed to Rs.02 lakhs whereas it is Rs.50 ,000/-in case of incentive grant. Answer - (a) Block Development Officers recommended applications for execution of works which are placed before the Zilla Parishad for discussion and approval. (b) Funds released on administrative approval of the Collector of the District.

Answer- If the Group is sponsored under "SGSY" Scheme under special key activities like Advanced Khali stiching, terracotta etc. Then DSMS will organised training programme for the Group by the order of DRDA under SGSY training through MCM.
